What is specific to this sector

Shipping is included in the EU Emissions Trading System with monitoring, reporting and verification obligations, which means voyage and fuel data is verified externally and carries a direct cost. Data collection that was adequate as an operational record is frequently inadequate once it is financially material and subject to third-party verification.

Crew certification under STCW and flag state requirements carries hard consequences: sailing with an expired or inappropriate certificate can result in detention. Expiry tracking across a fleet is therefore a compliance control, and spreadsheet management of it is a known and common vulnerability.

A vessel moves between flag state, port state and coastal state jurisdictions continuously, each with its own reporting and documentary requirements. Systems have to accommodate that the applicable rule set changes with position, which is a constraint few software products outside the sector handle.

FuelEU Maritime sets limits on the greenhouse gas intensity of energy used on board ships calling at EU ports, with pooling and compliance mechanisms and penalties for exceedance. It requires energy and fuel data at a granularity beyond what many operators collected before, and the compliance position is calculated rather than observed, which puts the burden on data quality.

The Maritime Labour Convention requires records of hours of work and rest, employment agreements and certification, subject to inspection and capable of triggering detention. Those records are generated on board and reviewed ashore, which makes them a synchronisation problem across intermittent connectivity as much as a compliance one.

Where cargo interests, charterers and owners dispute performance, the evidence is voyage and consumption data whose provenance can be challenged. Systems holding that data should record how each figure was derived and from which source, because in a dispute an unattributable number is worth considerably less than a documented one.

Can hours of rest records be managed properly on board?

Yes, and it is a good candidate precisely because the records are created on board and reviewed ashore. The design constraint is intermittent connectivity, so the shipboard component has to work fully offline and reconcile later.

How do we defend performance figures in a dispute?

By recording provenance alongside the number — source, method, timestamp. An unattributable consumption figure carries little weight in a charter dispute, and adding provenance later is not possible, which is why it belongs in the design.

Who owns vessel data, the owner or the manager?

It depends on the management agreement, and it is worth establishing before building anything on top of it. Disputes about data access at the end of a management contract are common, and considerably easier to prevent than to resolve.
