Digital agency services in Italy
Europe’s most advanced mandatory e-invoicing regime, an assertive data regulator, and an industrial base of small manufacturers with world-class products and dated systems.
Italy runs the most established mandatory electronic invoicing system in Europe. Every domestic invoice passes through the Sistema di Interscambio, which means any billing, e-commerce or ERP integration serving Italian entities has to speak the format and route through the exchange. Foreign suppliers routinely discover this late.
The Italian data protection authority, the Garante, has also been notably willing to act quickly, including temporary restrictions on major AI services. It is a market where AI deployments touching personal data deserve careful scoping.
Italy at a glance
| Legal status | EU member state; eurozone |
| Language | Italian — expected for all customer-facing material |
| Currency | Euro (EUR) |
| Data regulator | Garante per la protezione dei dati personali |
| B2B email | Prior consent required; narrow soft opt-in for existing customers |
| E-invoicing | Mandatory via Sistema di Interscambio (SDI) in FatturaPA XML |
| Common payment methods | Cards, bank transfer, PagoPA for public payments |
| Working week | Monday to Friday; August is effectively closed |
The market
The economy is built on small and medium manufacturers, frequently family-owned, concentrated in the north and organised into geographic districts specialising in a single industry. Many have exceptional products, strong export positions and commercial systems that have not been modernised in fifteen years.
That combination makes integration and automation the natural sale. A machinery manufacturer in Emilia-Romagna exporting worldwide with an ERP from 2009 and no CRM is a common and entirely addressable situation.
Business culture is relationship-led and personal. Introductions matter, decisions concentrate with owners rather than committees, and a supplier who has never met the client in person is at a disadvantage that no amount of proposal quality fully offsets.
What changes here
These are the rules and conventions that alter how we scope, build and price work for Italy. They are the reason a campaign or a system cannot simply be copied across a border.
| Area | What applies in Italy |
|---|---|
| Data protection | The GDPR plus the Codice Privacy, supervised by the Garante per la protezione dei dati personali, which has been among the more interventionist European authorities including on AI services. |
| E-invoicing | Mandatory for domestic transactions through the Sistema di Interscambio (SDI), in FatturaPA XML format. This is not optional and it is not a PDF — any system issuing invoices to Italian entities must integrate with SDI. |
| Cookies and tracking | Garante guidelines require prior consent, prohibit scroll-based implied consent, and set expectations on banner design and consent lifetime. |
| Email marketing | Prior consent is required for commercial electronic communications, with a narrow soft opt-in for existing customers on similar products. The Garante has issued fines for marketing without a valid basis. |
| AI | The EU AI Act applies, and the Garante has previously imposed temporary processing restrictions on major AI services over lawful basis and transparency. AI deployments processing Italian personal data warrant careful documentation. |
| Accessibility | The Stanca law governs accessibility, extended by the European Accessibility Act to a broader set of private consumer-facing services from June 2025. |
| Language | Italian is expected for anything customer-facing, and consumer information obligations apply in Italian. English-only presence is commercially weak outside international B2B niches. |
| Digital identity | SPID and CIE are the national digital identity schemes, and integration is frequently required for public-sector-facing services and some regulated processes. |

Language and localisation
Italian is expected across all customer-facing material. English proficiency in business is lower than in northern Europe, and an English-only proposal will narrow your audience considerably outside multinational subsidiaries and the Milan technology scene.
Register matters. Italian business writing is more formal than English, and copy translated too literally reads as brusque. We commission native Italian writing rather than translating persuasive copy.
For search, Italian-language content is essential for commercial intent. Regional dialect variation does not generally affect written commercial content, so standard Italian serves the whole market.
Where the demand is
Economic activity is concentrated in the north, organised into industrial districts that each specialise. Where a client sits is a strong predictor of what they make and what they need.
- Milan
- Finance, fashion, design, media and the majority of the technology sector. The most international city and the one where English is most workable.
- Rome
- Government, public administration, defence and a substantial services economy. Public procurement is formal and SPID integration is common.
- Turin
- Automotive, aerospace and advanced manufacturing, with a strong engineering research base.
- Bologna and Emilia-Romagna
- The packaging valley and motor valley — machinery, automation and food processing equipment, with exceptional export positions.
- Veneto: Venice, Padua, Verona
- Manufacturing districts covering eyewear, furniture, wine and machinery, dense with export-focused family businesses.
- Naples
- The largest southern economy, with aerospace, food production and a growing technology and services base.
- Florence and Tuscany
- Luxury goods, leather, wine and tourism, with high brand and creative production standards.
- Bergamo and Brescia
- Metalworking, mechanical engineering and industrial supply, among the most productive manufacturing areas in Europe.
Sectors that buy this work
- Industrial machinery
- Export-focused manufacturers in the northern districts, needing CRM, integration and operational visibility more than marketing.
- Fashion and luxury
- High production standards, demanding brand and creative work, and sophisticated e-commerce requirements.
- Food and wine
- Producers and consortia needing traceability, export e-commerce and international marketing.
- Automotive and aerospace
- Turin and Naples, with long procurement cycles and engineering-led requirements.
- Tourism and hospitality
- Substantial and seasonal, with booking, channel and multilingual communication requirements.
- Public administration
- Formal procurement, accessibility obligations and frequently SPID or CIE integration.

What foreign suppliers get wrong here
SDI is the discovery that derails Italian projects. Electronic invoicing through the Sistema di Interscambio is mandatory for domestic transactions and a PDF does not satisfy it. Any e-commerce, billing or ERP integration serving Italian entities has to speak FatturaPA, and finding that out at launch is expensive.
The second is treating Italy as one market. The industrial districts of the north — packaging machinery in Emilia-Romagna, eyewear in Veneto, metalworking around Brescia — are specialised, export-focused and buy entirely differently from Milan or the south. A single national approach serves none of them well.
The third is under-investing in the relationship. Italian business is personal to a degree that video calls do not substitute for, decisions concentrate with owners rather than committees, and a supplier who has never visited is at a disadvantage that better proposals do not overcome.
A fourth is assuming English will carry a proposal. Business English proficiency is lower than in northern Europe outside Milan and the multinational sector, and an English-only approach narrows the audience to a fraction of the addressable market.
Finally, payment terms. Italian B2B payment cycles are longer than northern European norms, and a supplier who has not planned for that will find the cash-flow assumptions in their own business under strain. It is worth agreeing explicitly rather than assuming thirty days.
How we work with clients here
We work remotely in the same time zone and commission native Italian writing and typesetting for anything customer-facing. For Italian clients, we regard an early in-person meeting as worth the travel — the relationship expectation here is genuine rather than ceremonial.
Contracting is in euros, fixed-price per phase. Where a build touches invoicing we raise SDI integration during scoping, because discovering it at launch is expensive.
We do not advise on Codice Privacy, Stanca law or fiscal compliance as legal matters. We build to the requirements and recommend Italian professional advice where the question is legal or fiscal.
Questions
Do we have to integrate with SDI?
If your system issues invoices for domestic Italian transactions, yes. Electronic invoicing through the Sistema di Interscambio in FatturaPA format is mandatory, and a PDF invoice does not satisfy it. This should be scoped at the start of any billing or e-commerce project.
Can we sell in Italy in English?
In a narrow international B2B niche, sometimes. For anything consumer-facing or broadly commercial, no — English proficiency in Italian business is lower than in northern Europe and Italian-language content substantially outperforms in search.
Why is the Garante mentioned so often?
Because it has been among Europe’s more interventionist data protection authorities, including imposing temporary restrictions on major AI services. Deployments processing Italian personal data benefit from documentation being in order before launch rather than after an enquiry.
What is SPID and do we need it?
SPID and CIE are Italy’s national digital identity schemes. Integration is commonly required for public-sector-facing services and some regulated processes, and rarely needed for ordinary commercial sites.
Do you travel to Italy?
Yes. Italian business relationships benefit disproportionately from meeting in person, and we would rather budget for that than pretend video calls are equivalent here.
What does it cost?
Fixed-price phases in euros against a defined scope, after a discovery call. We do not publish a rate card.
How long do Italian projects take to agree?
Longer than northern Europe, because the relationship precedes the transaction and decisions concentrate with owners. An in-person meeting materially accelerates it, which is why we regard the travel as worth budgeting rather than an indulgence.
What are typical payment terms?
Longer than northern European norms. It is worth agreeing terms explicitly at contracting rather than assuming a thirty-day cycle, since the mismatch causes friction that has nothing to do with the quality of the work.
Is Italian search competitive?
Moderately, and considerably less so than English or German for equivalent commercial intent. Italian-first content built on Italian keyword research reliably outperforms translated English, which is the most common shortcut and the one that fails most consistently.
